Jazz records cut into loops with a jeweller's patience, and an entire internet genre grew out of it.

What separates this from the thousands of records that copied it is the sampling itself. Seba did not chop for texture, he chopped for harmony, lifting three and four chord phrases that resolve properly and letting them breathe over drums that stay slightly loose. Lady Brown, with Cise Starr, is the finest example: a Latin guitar figure, a bassline that walks rather than loops, and space around everything.
Blessing It has a rolling optimism nothing else in the genre matches. Battlecry is not here but the ideas that built it are. Kumomi is almost ambient. The rapping, mostly from American underground guests, is capable rather than remarkable, thoughtful verses about persistence and craft that suit the mood without ever becoming the reason you return. That is fine, because the beats carry meaning on their own. Twenty years on it has been imitated into a wallpaper genre, and the original still has an ache in it that the imitations never found.
