The Phantom Pain is the finest stealth sandbox ever built and a story that visibly runs out of road. The Fox Engine renders Afghanistan and the Angola-Zaire border at a rock-solid frame rate, and every system interlocks: guard rotations, weather, buddy skills, the Fulton recovery economy, and a reactive enemy that starts wearing helmets when you get greedy with headshots. Mother Base gives every infiltration a material payoff, so even a botched run feeds the machine.
But Chapter 2 recycles missions to paper over cut content, and the ending arrives as an archive tape rather than a climax, which is why story sits two tiers below everything else here. Judged as an engine for player-authored anecdotes, nothing in the series touches it; judged as the conclusion of Big Boss's arc, it is a magnificent shrug. The moment-to-moment play is so untouchable that the overall grade was never in doubt.
