Oda's structural memory is why this stays graded high: a throwaway line in Alabasta pays off in Dressrosa, and the three peaks, Skypiea, Marineford and Dressrosa, each turn on a history somebody buried: a golden city, a father's name and a king's crimes. Each island is built as its own political system with a currency, a class structure, and a lie holding it together, which is why Robin's declaration that she wants to live still works after a hundred episodes of setup.
The crew is the medium's strongest ensemble because every member's dream is stated early and then tested against it. Toei's production is the drag. Weekly scheduling against an ongoing manga produces stretched reaction shots, long recaps, and fights that spend three episodes on ninety seconds of action, though the Wano run shows what the studio can do when episode directors are given room to work. Kohei Tanaka's brass-heavy score converts sentiment into momentum. The reward is real, the toll is thousands of minutes, and that ratio keeps it just short of the top tier.
